Significant changes to the training grant application and management process under levy-based schemes (HCC, SBL, SLB, FWT)


We would like to bring to your attention the latest HRD Corp Circular No. 2/2026, which introduces significant changes to the training grant application and management process under levy-based schemes (HCC, SBL, SLB, FWT).

Please note that the revised terms and conditions will take effect from 15 June 2026.

Key Changes

1. Mandatory 14-Day Rule

  • Training can only commence minimum 14 calendar days after grant approval
  • Training must start within 14 to 90 days from approval date

2. No Modification & No Appeal

  • Modification of approved grants is no longer allowed
  • Appeals are no longer accepted
  • Any changes required must be done via cancellation and new application submission

3. Strict Adherence to Approved Details

  • Training must strictly follow:
    • Approved dates
    • Approved details
  • Any deviation will result in claim rejection

4. Confirmed Training Details Required

  • All training dates must be confirmed during submission
  • Tentative dates are not allowed

5. Training Cannot Start Before Approval

  • Employers must:
    • Obtain approval
    • Observe the 14-day waiting period
  • Non-compliance will lead to non-claimable training

6. Faster Processing Timeline

  • HRD Corp will process applications within 24 hours (working days)

7. Query Management

  • Only 1 query allowed per application
  • Employers must respond within 5 calendar days
  • Failure to respond → application will expire

8. Increased Compliance Monitoring

  • HRD Corp may conduct verification of approved trainings (physical or online)
